Website and mobile app project lead

I am looking for a project lead to develop a website and mobile app to meet my needs. The scope of the project involves both website and mobile app development of a Deaf educational website and app, with the timeline for completion set for 1-3 months. I have a general idea of the features and functionalities I would like this project to incorporate, and am looking for an experienced project lead to bring my ideas to life.
