Upload video like whatsapp funicionality

I need to create a functionality to upload a video like WhatsApp in an app for child-care.
- Create an empty ionic app
- Create a page with a button to upload a video from the phone gallery
- Upload the video and validate the size. It should be < 16 MB
- If the video size is > 16 MB it allows you to cut the video. (Similar to WhatsApp functionality)
- Save the video in the gallery.
