Subliminal Audio Maker Mobile App Development

I need an experienced developer to develop a subliminal-making app.
Subliminals are audio tracks with affirmations played at very low volume or masked by another audio track - music or nature sounds.
People use subliminal messages for goals like improving confidence, attracting love, changing habits, or even altering physical appearance.
The main purpose of the app is to be able to record your affirmation (s), speed it up by up to 50x and play it on a loop. Another core functionality is that the audio has to play while the user browses their phone and uses other apps that have sound - Instagram, YoutTube, Spotify, Amazon Music.
After creating subliminals, the user will be able to add them to categories (including a category called Favourties for easy access), rename them, delete them and see usage stats - how long each track was played each day and in total (up to 1 year back). Similar to usage stats for Instagram.
The look and feel will be similar to the app called Calm, but much simpler.
I have the draft of the design, main functionalities and routes in Canva.
The proper design will be done by another freelancer, right now I need someone to tell me if it's possible to develop such an app.
