Software Architect for Government Project

I'm seeking a seasoned Software Architect to help draft the Functional Requirements Specification (FRS) and Software Requirements Specification (SRS) for a government project. This initiative encompasses the development of a web portal and subsequently a mobile app (iOS and Android) aimed at facilitating user applications for 8 government schemes.
Key Responsibilities:
- Define the system's functional and technical specifications.
- Create a scalable and efficient system architecture.
- Document system design in a clear and comprehensive manner.
Ideal Skills and Experience:
- Strong background in system design and documentation.
- Previous work on government or large-scale software projects.
- Proficiency in defining system specifications.
The primary purpose of the web portal is to handle user application submissions. It must support three user roles: Applicants, Government officials, and System administrators. Furthermore, it requires a Two-factor authentication (2FA) level of user authentication.
