Site Inspection Power App

I'm looking for a PowerApps specialist who can setup the standard site inspection template (within powerapps) to use an on premises SQL Server Database. The images need to be saved to a web folder and not to an SQL table. When retrieving the records the images are to be referenced from the url where they are uploaded to. The Site Inspection template is a standard template which initially uses built in collections but you can change the source to a Google Drive or One Drive but it doesn't give the option to set to an SQL Database.
