SAAS CMS mobile app that connects to a android media player or screen (Digital Signage)

We are looking to create a SAAS/subscription mobile app. Before you continue or bid, please ensure you have done a similar project and provide references. Please do not bid if you do not have examples.
I am looking to create a mobile app which will connect to Android devices (ie. The app will have functionality that can send content to another android device). I will require a CMS where users can create playlists of media items (images, videos, etc.), assign durations, and transitions, view connected android devices and push the content to these devices. If you are familiar with digital signage, you will understand the concept.
I am looking to get started asap and would like to work with an independent freelancer or a very small company (not a big company). I would like constant communication and must be fluent in English, must be able to do video calls, and must be reliable.
I need someone experienced and with clean structured code (with notes). We will use Github as well
