Ring US number to an overseas phone for customer support

I am looking for a freelancer to help me set up a system where my US number can be used to call an overseas phone for customer support.

Ideal Skills and Experience:
- Experience in setting up telephony systems
- Helpful to have a prior understanding of Google Voice, Flowroute, Voice-to-text, SMS Message API
- Knowledge of VoIP technology
- Experience in customer support
- Attention to detail and strong ENGLISH communication skills

Requirements:
- The system should be able to connect my US number and provide CalIerID to an overseas phone for customer support purposes
- The freelancer should provide a detailed project proposal outlining the steps they will take to set up the system
- The system should be easy to use and reliable
