Puntatore luminoso GPS

I am looking for someone to develop a GPS light pointing system for personal use. This system must have a high level of accuracy, with a maximum deviation of just 1 meter. In particular, the system must include a routing function that can be used to efficiently find the shortest possible route. Accurate and reliable navigation is the main goal of this project. It is necessary that the system be accurate and robust enough to be marketed as a product.
The GPS system must consider the user's current speed and compare it to a set average speed.
The light must be able to move accordingly.
Initial settings can be entered either via display/keypad on the device or via dedicated App.
In case of App the GPS system could be that of the smartphone.
