We are looking for a system to locate mobile phones in a specific geographical area and broadcast advertising to these phones.
This project is urgent - so there is no time to develop or install apps.
You can use geofencing, RFID, wifi - or any other proximity locator technology to detect the approaching cell device and create a server to push them a notification
Beacon transmitters are also a possibility ( preferably without Bluetooth )
