Off line Transcribe function for iOS/Android

I want to have TRANSRIBE function in my iOS and Android app.
So I need only one view that can transcribe audio. (No design is needed. I need core function)

It should be OFF LINE TRANSCRIBE (Not internet connected Transcribe) and Real Time Transcribe.
And there is no time limit to transcribe.

Also want to have automatic scroll in the table view(Recycler view) to see current dialog.
Need to save audio file after transcribe.

IOS : SWIFT(No SwiftUI)
ANDROID : JAVA

I’ll put the milestone when make a deal and only release the milestone after I get the source code and can compile in my XCode and Android Studio.
