Need Very Experienced Ffmpeg C API Developer. That knows Flutter & Swift... Custom FFMPEG Project

I have a video editing app that I would like to create in Flutter. But Flutter's current ffmpeg capabilities are very limited. Currently it can only trim, crop, & rotate video.
I need someone that can evaluate my situation & customize ffmpeg directly to work with Flutter or Swift, so that I can perform specific video editing functions in my app.
I want my Flutter app to be able to add padding/borders above & below the video, add text overlay above the video, and add a logo watermark below the video. This should be capable via the UI, not just command line.
I need a very skilled developer that can figure out how to do this for me.
