Need Developer for Push Notifications to Mobile Ionic Firebase

I have built an app using Laravel, MySQL, Ionic / Angular, and I created a Firebase account with a web app, iOS, and Android app. I am needing help to figure out how to create push notifications to all of the registered users of my app. The only push notification I want is when a new member joins and has a matching hobby (users select their favorite hobbies and interests in user registration) all members with the matching hobby will be notified that a new user has joined (including their name, the matching hobby name, and their college degree).

So I need someone to write the code for the cron job to check for when new user joins to determine if there are matches, then the code to send the message as a push notification if they are on iOS or Android, and as an email notification.
