Mobile application development at Flutter

I need a hybrid app to be published on both Android and iOS whose main function has the feature of being able to display four filters/masks on the users mobile camera and take a photo to be downloaded or shared. Similar functionality to SnapChat but no need for the mask to be dynamic. A static mask or filter would be sufficient.
