Mobile app for a medical tourism agency -- 3

I am looking to hire a freelancer to develop a mobile app for my medical tourism agency. My app needs to be developed for both iOS and Android platforms and should have an in-app chat feature. We cooperate with a bunch of medical clinics to offer clients lower prices for various surgeries. I want the application to be a messaging app, where each client has its own account and can choose from various clinics that my company cooperates with, so that they can communicate with the clinics they wish to. Furthermore, the client should be allowed to connect their credit card accounts with their account, and there should be a section where they can save files and see any transactions they make. Lastly, a section dedicated to the multiple packages of services the client can purchase should also be there. At the same time, one admin account should be able to see everything that the clients do. I do not need the app in multiple languages, however. This app should have a booking system for medical services and an area where patients can access their medical records.
