Mobile app for digital advertisement order

I am looking for a mobile app developer who can create a mobile app for digital advertisement order. The app should be compatible with both iOS and Android platforms.
The primary feature of the app would be ad ordering and payment. Uploading photos videos ad contents , Users should be able to create their profiles, place orders for ads, and make payments through the app.
As for the design and layout of the app, I am open to suggestions. I don't have any specific design elements in mind, but I am looking for a modern and user-friendly interface.
Ideal skills and experience for the job include:
