Make a virtual walking tour app

I want to make an app which will operate as a virtual walking tour for the city of Piraeus, Greece. It is my master thesis for the Digital Culture, Smart Cities and IoT master program of University of Piraeus. This app will have a predefined map of the city of Piraeus only and more specifically the port area with a route in which there will be some points like pins or dots. These points are the most known statues of the city. The user having the app will be able to see and make a virtual route to these statues and when clicking the dots or pins, a menu will pop up showing the statue in 3d with 360 rotation ability, zooming and some historical informations about.
So the user may be at the area having the app and follow this route, seeing these statues or doing it remotely only with the app from his home for example.
Some statues are already been made through photogrammetry in 3d and for the others I have photos for making the 3d model. As a tool for making the app I want to use Unity because this showed at the Univesity.
