MOBILE PHONE CONTROL COMPUTER

I am seeking to create a system that allows mobile phones to be used as a controller for a computer, and I have chosen Windows as the platform. This system will be able to recognize voice commands, allowing for full remote access to the computer. I'm looking for a skilled freelancer who can build this system from the ground up with detailed instructions on how to use it. The end result should be an easy-to-use, secure system that is fast and reliable in its execution. A well-designed interface for the mobile app will also need to be included, as well as measures to find and fix bugs in the code. The project should be completed within reasonable timelines and I am open to advice and suggestions to make this project even better.
