Ionic Video Calling App Help [Android & iOS]

I am looking for a developer experienced in Ionic to assist with a video calling app for both Android and iOS platforms. The project involves working with existing code that requires significant work to be completed.
We need someone who can help us to create Video Calling Notifications Screen just like attached Screenshot.
We need that screen to be open based on FCM Notifications.
Specifically, I need assistance on screen for both Scenario:
1. The app must work on the background where we can see the attached screenshot when we receive video call
2. It should also work when we KILL app
Skills and experience required:
