Internet-Controlled Delivery RC Car

I'm seeking a skilled engineer to create an Internet-controllable RC car with a live-streaming camera for delivering light food items (less than 10 LB) within my community of approximately 200 homes.

Key Components:
- The car must be controllable via a mobile app.
- The app should include features such as real-time video feed, GPS tracking, and path planning and navigation.
- The car should be equipped with a camera capable of live-streaming as it makes its deliveries.

Ideal candidates for this project would have experience in creating remote-controlled vehicles, building mobile applications, and working with live-streaming cameras. A background in robotics would be highly beneficial. Please provide examples of similar projects you've completed when bidding.

Delivery person would be sitting in home and controlling the vehicle from his location in order to deliver the food. There is no need of robotics or features like obstacle avoidance or human detection systems
