GPS Trucking Unit and Remote Interface

I need someone to design a new battery operated gps unit that can use satellite to provide freight location. The design cannot be patented and gps unit. Should cost less than $20 for customers. Unit should be waterproof and withstand cold and hot temperatures. Please make as small as possible.
