Develop a mobile application

Hello.
We have two restaurants and a store. They are located on the same street not far from each other. We want to develop an application that, among other things, will connect our three businesses.
Here is the functionality that we would like to have in the application:
Loyalty system.
If, for example, a Visitor ate at a restaurant, he receives points for this, which will help him get a discount in our store, or in a second restaurant. And vice versa. This functionality should be convenient; you need to think about how the restaurant staff will work with these points.
Augmented reality.
Menu items in the menu card, objects in interiors of restaurants, and products in the store will serve as markers, when pointed camera of a smartphone at , content will appear on the smartphone screen in the form of text, photographs, and possibly videos from YouTube, for example. In total we need 45 markers.!5 per business.
For example, when point camera at text with the name of a dish in a restaurant menucard, a picture of this dish is shown on top of this text. When you point camera at a picture hanging on the wall in a restaurant, a YouTube video (or other type video) releted to restaurant history appears.
And when you point camera at the pakkage of some product in the store, information appears about this product and about the dishes that can be prepared with this product.
Messages to users.
The restaurant will be able to send messages to the phones of those users who have downloaded the application, with discounts, information about new products, and links to recipes that are published on the restaurants website.
Ordering and paying for products.
The restaurant will be able to place products that users can buy and pay for. It is expected that these will not be all the products that are in the store, but some new, little-known ones. Payment should not be made immediately, but only after the restaurant has confirmed that they still have this product in stock.
The application must be made no later than the end of January 2023.
Our budget is 4,000 euros and this is not negotiable.
The application should be made with React Native technology. If possible then use mysql as a database,
It should be available for Android and iOS
