Develop a flutter Mobile app

Need a flutter app developed for Android and IOS both platforms. The app need to have face recognition features as below:

This is will be used for marking attendnace through face recognition.
User will take picture and register his face.
After registration user will mark attendnace IN and OUT by taking own selfie photo on mobile.
App should identify the user and match with regiaterdd face.
App should deny marking attendnace if user takes photo of self using a photograph physically. (Means we only allow attendance marking is user is taking live photo, liveliness check)
App.should work offline...no 3rd party api call should be made.

This is just a POC, once successful the complete project will be awarded.
