Develop an andriod/Iphone app for ordering and delivering meals from restaurants

Seeking a developper that can build an android (iphone preferrable) mobile app for food and meals delivery from restaurant to customers,
App Specs:
1- Allow 2nd parties to have a control panel and dashboard to upload their meal list, and receive orders from customer.
2- Allow customer to browse all restaurant list and their meal menus, and to track his orders via a builtin navigation map,
3- Allow online payment or on delivery payment.
4- App must include a filter for discount criteria, offers, price range, meal selection, delivery charging/free, distance, delivery time.
5- Restaurant panel should be able to set his status whether busy or available or closed, Restaurant owner should be able to put and customize the discount and offer on his menu meals.
6- App admin (business owner) can control add/remove/modify restaurant users.
7- App admin can receive, browse and export a selling and revenue statistics.
8- Customer can be able to evaluate restaurant, meal, delivary guy, and overall app.
the app interface can be typical/very similar to "talabat" or "uber eat"
