Customize Flutter Delivery App Template (Driver + Customer + Admin)

I want to build a delivery and on-demand service mobile app for Nicaragua, starting in Puerto Cabezas.

IMPORTANT: I do NOT want to build from scratch.
I want to use a ready Flutter template (CodeCanyon) and customize it.

This is not a normal food delivery app. It is an open request system where users can request anything, for example:
- Buy medicine from a pharmacy
- Deliver packages
- Run errands
- Personal transport

- Upload documents:

- Driver license
- Vehicle registration

- Plate number

Admin must:
- Review documents
- Pre-approve driver
- Request payment
- Verify payment receipt
- Activate account

ORDER ASSIGNMENT (IMPORTANT)

I need a fair system.

Drivers should only receive orders if:
- They are active
- They are nearby
- They have less than 2 active orders

Priority:
1. Lowest daily earnings
2. Lowest number of completed orders
3. Closest distance

If a driver does not accept within 30–60 seconds, send to next driver.

RATING SYSTEM

- Customers rate drivers (1–5 stars)
- Admin can see ratings, history and complaints
- Admin can suspend or block drivers
