Cross-Platform Ride-Sharing App Development

I need to create an app for phones.
It should be able to choose where and from where you are going as a driver/walker.
When a person on foot chooses a route, he should be able to see drivers who have the same or similar route.
There should be a chat room within the app so that users can agree where to meet and how to find each other.
There is a similar app “Monocar”, you can check it out to see what I mean.
Experience in developing ride-sharing apps is a plus but not mandatory. Please provide examples of your previous work in your proposal.
