Comprehensive Civil Service Exam Prep App

I'm seeking to commission a proficient mobile app developer to create an engaging and comprehensive Civil Service exam preparation application for both iOS and Android platforms. The application should be capable of hosting a multitude of resources, including but not limited to:
• Quiz Practice - A dedicated section where users can repeatedly practice their knowledge through randomized quizzes.
• Quiz Test - An additional section for civil service examination simulation purposes. Experience in creating thought-provoking and challenging quiz questions would be highly beneficial in both free and paid service.
• PDF Notes - The app should contain an organized section for PDF note distribution. Experience in PDF interactivity within an application is highly appreciated in both free and paid service.
• Lecture Videos - I’d like to have a section for lecture videos, which are both embedded within the app and sourced from YouTube. Familiarity with YouTube API and video embedment is a must.
Ideal candidates would have a praiseworthy portfolio in educational mobile app development, combined with a deep understanding of the civil service examination process. Crucial for this project is rich experience in the development of both iOS and Android apps, familiarity with API integrations, experience in quiz apps, and superior understanding of user-friendly interfaces.
