City Complaint Reporting App

Scenario:
- A citizen open up web or app, login using mobile number (OTP), snap a photo, input details (user can choose which city council they are reporting to) and submit (user can share their action on social media with their special token for credit). each submission city owners will receive notification.
- A citizen can open their profile, then choose to check list of their reports, and status (city owner to update from their end, user can cross check)
- City owner can open up the web or app, login using their email and read list of problems, based on their assigned city.
- City owner can set status to attending or complete (each status change, user will receive notification)

Requirement
- Must be in flutter
- front end view for citizen / admin view for city owner or superadmin
- login logout feature
- Userprofille feature (follow unfollow feature) - notification when someone you follow post something
- log in using mobile number
- camera feature
- must follow bubble.io design direction (font, color, background and illustration)
