Build a web application for members posting invitations and answering to -- 2

We have already an ongoing project with the same idea, however it is not now working as a web application. So that's why we are looking for somebody skillful and professiomal to make it as an web application in long term development.
Members can register easily with email account verification or by phone verification. They will get a unique member ID after registration.
Members need to points to issue a post or answer to a post. We need a admin panel for adding points and deducting points.
Members can send a post for requesting and others can answer by answering to that post in that channel. Post are visible to all members like a telegram channel. The number to answer is limited. One post can get only 10 people to answer to. People can pre-fill a relveant content (Text and links) in the setting section.
After that, the senders can read the messages people who answered to. And contact the right person they think they want to.
A different kinds of themes can apply on this mode. But anyway, we will start from one or two section at the beginning.
