Build a prototype using face recognition and wifi network

I am looking for a senior developer who can help be build a prototype using face recognition algorithm. This will require transmission and receiving of data in a WAN. Hybrid mobile application development exp will be preferred. Initially this post is only for discussion of the project and hence bid is just a placeholder. Once, the proposal is received we can have further discussions on the rate.
