Build me an instant replay app

Need an app that will allow me to get a live video feed from an external camera to an iPad on the bench and then allow coaches to replay the footage and slow it down or speed it up on the app. Like the Gamestrat app on the app store

May need a Windows companion app to send the feed to the iPad and to accept the feed from the video capture card
