Build Mobile App from Mobile Web App

I have web modile app already running. I now need it to ba a mobile app native.
Please suggest me technology to refactor it, timeline and budget.
The design will be the same, the algorithm also.
The only thing changing is how the app is launched. Attached a screenshot of the application.
