Bluetooth Controlled Valve System with App

I'm looking for a skilled developer to create a wireless system consisting of RX and TX boards connected via Bluetooth. The TX board should have a button that, when pressed, sends a signal to the RX board to open a latching valve using an H-Bridge IC. When released, the valve should close. The RX board also needs to be integrated with a mobile app.

Key Requirements:
- The valve behavior can be changed from app (e.g. Press to open, release to close OR Press to close, release to open).
- The app must display the duration for which the valve has remained open each time it's operated.
- Both boards must work in very low power, so the TX will be powered with one CR2032 cell; the RX can be powered with AA cells. If power consuption of the RX is a big trouble, rechargable batteries can be considered.
- PCB design is not required, but the firmware developing.

Ideal Skills:
- Proficiency in wireless system development, particularly with Bluetooth connectivity.
- Experience with hardware integration, such as connecting the boards and the valve.
- Mobile app development skills for both iOS and Android.
