Beacon phone application (Android - IOS)

Hi All,
i would like to build a phone application with the following future:
1-Firstly, i will need a way for the application to detect the presence of the beacon devise in range, the beacon devise use Bluetooth Low Energy (BLE) technology.
2-Once the application detects the beacon, it will need to retrieve the specific information that the beacon is transmitting. This information is typically encoded in the beacon's advertising packet, which can be read by the application using the BLE API.
3-After retrieving the information(URL link), the application will need to process it and display it to the user in an appropriate format.
4-the application can be used with voice command, The application would need to be able to understand the user's speech and convert it to text, then the text will be sent to my website and my website will return with an answer, when the application receive this answer it needs to be converted to speech using Text-to-Speech (TTS) libraries or services and can be played out as a voice response in the application.
5-The application can also provide the option for the user to choose whether they want the response to be in voice or text, based on their preference.
