App required to Delete all data and setup to unlock phone with 2 pin separate codes

I am looking for a flutter/react-native made app that will work across all iOS and Android systems.
The app is to delete ALL deletable data (ie: downloads folder, photos, videos....anything deleteable in the file system that is not operated by the OS. Apps + cache/data included.
The app is to overtake the phones unlock feature and put its own in place. User can set a pin to unlock phone like normal and 2nd pin if entered runs the command do delete everything. (basically rm -rf /* and deletes anything allowed).
The phone is to be secured still when turned off/plugged into a computer so a PIN is required to proceed to the content of the phone. Data still needs to be secure/encrypted.
