App publish on G.P console

Hello i have 2 Android apps and all apps are free kids game and i want to hosted my app on Google Play Store . unfortunately i have no any developer console am looking for such a people who have a console and can publish our app on Play store
For this i will pay him 1200 INR in 2 milestone
1st milestone will be 600INR for one app and 2nd milestone will be 600 INR for 2nd app
