App Architecture. Agriculture Irrigation IoT dashboard

Good day,
This project consists on BUILDING THE ARCHITECTURE of the app dev using AWS and defining the necessary tasks for future hirings (devops, back/front end, UI/UX designer and maybe map render).
I need to decide if web or mobile app.

Context:
The app is a friendly dashboard where end users check an irrigation forecast for their crops. Complementary they visualize real time data coming from IoT network monitoring their palnts (ambient conditions, soil moisture, irrigation water used).
It works with AWS servers that currently update an IoT database every 3 hours (only routine at the time. worked on postgresql). The general idea is to consult 2 APIs (weather forecast and satellite image), process {IoT + forecast} to get an irrigation projection for the next 7 days. These should be done twice a day for every user/project.
This information and results are detailed in 3 boxes within the main window (A sketch is attached).

c. Satellite map with 3 layers: Satellite image, Layer1: coloured crop according to real time moisture (semaphore: green is healthy wet, yellow is intermediate and red is a really dry soil), Layer 2: crop vegetative index that is gotten from API.
In total, the app has 5 windows:
1. Main
2. IoT charts n°1 (environment and irrigation): 1 week time serie vs 3 varaibles
3. IoT charts n°2 (soil moisture only)
4. Irrigation calendar in detail: Irrigation (day and amount) distribuited in different crop sectors.
5. Client and crop information: personal, fruit, soil, climate, irrigation system
