Android eTaxi Ride-Sharing App Development -- 2

I'm looking for a skilled developer to partner with my startup in creating an eTaxi ride-sharing app for Android. This is a long-term opportunity to be a partner in the startup and not a one-time payout. The app needs to be provided as a service. We don't need code or app rights. We are looking for a partner to take care of app operations end, we will take care of licensing and other investments involved.

The app(s) must have the following features in the first phase of development. The developer needs to decide whether to develop a separate app for drivers and passengers or whether both roles can be achieved through a single app. Admin dashboard can be provided through another app or as a web address to be accessed from a PC browser, whichever the developer deems feasible:

Easy sign-up:
For passengers, using a mobile number (with first name being the only mandatory field apart from other optional information, which the user can fill in later on). Users must be asked to accept the terms and conditions as the final step in sign-up.
Drivers need to upload 7 documents (as jpg/png/pdf) to register on the platform. Once approved by the admin, they should get a payment page for registration fees. Once the fee is paid, drivers should get registered on the platform and start taking ride requests from passengers.
Ride request:
Instant: Must ask for the cab type, source, and destination. While selecting a source, the user should get the option to select ‘current location’ using a map. For better accuracy of locations, What3words should be integrated along with Google Maps to calculate the optimum route of the journey and the estimated cost. Once the ride is confirmed, the phone numbers of the driver and passengers must be shared with each other. In-app chat and call option feature for the next phase.
Schedule a ride: Users should be able to schedule a ride for a later date and time. This option must ask users to pay 10% (non-refundable) of the estimated cost, once the cab type, source, and destination are selected by the user.
Payment options: UPI and Pay in Cash options in the first phase.
Auto-Offline when the driver is not connected to the internet.
Wallet:
Driver need to recharge their wallets with a minimum. 500 INR before they can start receiving ride requests. Once the wallet is empty, no further ride requests will be shared with the driver. Once a ride is completed, 15% of the ride charges will be deducted from the wallet of driver. The driver should get a tab/menu for a detailed record of rides and deductions.
Passenger wallets don't need a minimum amount. It is an optional facility to pay with, apart from the already mentioned methods.
Limited working hours: Set up a limit of working 10 hours per day, and then drivers must be automatically signed out for the next 8 hours. After 8 hours, drivers must be given an option to sign in again.
Hassle-free cancellation: It must be swift and hassle-free for commuters.
OTPs: In-built OTP system for Registration and ride requests.
Registration OTPs through WhatsApp and/or Telegram only, for the first phase.
For ride requests, Users must get an in-app OTP to share with drivers at pickup time. Once the driver enters the correct OTP, the ride should start.
Real-time tracking: Admin must be able to track the rides in real-time. Any deviations from the expected/assigned route should create an alert in the admin dashboard. Actions on alerts to be included in the next phase of development.
Ride tracking sharing: Next phase of development should have the feature for users to share their ride live tracking with friends as a security feature.
Driver reviewing and rating: Once the ride is completed and payment is done, users should be able to rate their driver according to their experience.
