Android Real-time Data Usage App to firebase

I'm looking for an Android developer to create an application that can post PHONE internet DATA usage in real-time to FIREBASE
Key Features:
1- Real-time Data Usage Posting: The app should be able to capture my phone internet data usage on a daily basis and uploaded to Firebase.
2- Auto-Run: The app should run automatically in the background, In other words, lets say if the phone gets power off from low battery and then if the phone is Power ON again, then the app should auto-start into normal process
3- Usage: This app should send MAC address of the phone to Firebase, so if I used App on 2 phones then in Firebase I will know which phone the Data belongs to.
I need this project completed within a month. Please include your experience with similar projects in your proposal. This is used as an hotspot for emergencies situations.
