Android App for with stay alive capability for uploading location information to a cloud IP

Hello
We require an Android app that will upload GPS location to a user specified server IP & port at a user specified time interval alongwith other data. Please see attached document Android 101 VTU V1.04.pdf
The app should stay alive, despite android battery optimization trying to turn it off.
The app should turn on and keep on mobile data and location services.
App should ensure that latest and updated GPS information is collected from the onboard GPS. In our observation, unless prodded, device GPS continues to report stale GPS co ordinates for certain period of time, before updating.
Code should filter out bad erroneous GPS readings, that cause position to jump and shift erratically when the phone is in bad GPS areas e.g. indoors.
If you can prevent the android user from turning off the app, location data, mobile data , then that will be great demonstration of your master over android APIs. We look forward to seeing this and if you are able to do this then you can bid extra.
If device is restarted, the app should auto launch and should also turn on location services and mobile data
