Add Push Notifications to Mobile App

Need to send 1-2 push notifications per month. Google firebase backend. React Native development.
Would like to use Google Cloud Messaging if it will meet both requirements below. If not, open to One Signal or other cost-effective option for sending push notifications.

Must Haves:
▪ Push notifications must be able to send links to external website
i.e. Telling a user to complete a survey at surveymonkey.com

▪ Push notifications are user-specific
• i.e. Will need to send push notifications to some users, not all
