APP for nurses in french

We want to build a mobile app to help independent nurses with their schedules and also to work efficiently together. The idea is an app where there is a schedule with all the patients of the day and when they click on it they have all the details of what the treatment they have to do (so have check box to check)and they can add treatment, notes or vocals for the next time and facilitate the transmission to the next nurse who comes. We want also to have a detailed profile of every patient with their basic details but also emergency contact, doctors, prescriptions... We have a couple of requirements, because this app mainly helps independant nurses of the same cabinet to work together, we want the app to be fully in the cloud so that every addition to profile or treatment needs to be updated also in the account of the other nurse of the cabinet but we also want the app usable off line like having access to the lastest update of the treatment and every thing. Moreover if possible we would like to develop the app using ruby. And most important, because we are manipulating the health data we have to be RGDP friendly and stock our data base in a protected and govnerment approved server (we worked on that already and we have a couple of options).
