I want to make a custom 1.8 project

I need a custom plugin made to remake hypixel the bridge. This means that I need it to be able to make multiple maps with which reset when the game is done. The maps include 2 goal holes as well as the players spawn inside of a glass which dissapears when the start timer is done. The game should last for 15 minutes and when the first person gets 5 goals they win. The user has a hotbar with items in each slot that should be customizable per player but every player has the same items. There should be an x and y build limit that is set different on each map including building hight and the lowest x point. When they void or jump off the map it should reset them to a specific spot depending on their team. While the game is going on there should be a gui on the right side in order to see a timer, two scores the red team and the blue team for most version as well as their monthly wins/overall wins and current game kills and current game score. Players should be able to join these makes by doing /duel [other player] then having the ability to select a game map in a gui as well as /spec [player] to join the game in spectate mode and see what they are doing. When they /unspec it leaves the game and when they do /ff it quits the game for them. When they do /kit they get the option to customize their hotbar. Inside the hotbar should be the same as the hypixel option but the only difference is the diamond only makes one sound and it should be the same sound as when a player dies. There should also be hearts displayed above a players head when in game only. When a player uses a golden apple the first one should give them the 2 golden hearts but after that and including that one it should heal the player all the way. The /spec command can be seen on buckytour.com server as well as the /duel command although the /duel command should only work by /duel [player] nothing else.
