Create a Customized Minecraft Modded Server

I'm looking for an experienced Minecraft server developer to create a modded survival server for me and my friends. I'm a college student and can't figure out how to set up a server on my own, I've tried many different places and can't seem to get it to work. I want to be able to play modded Minecraft with my friends.
Key Requirements:
- Gameplay: Survival mode with cheats on, with a focus on technology, magic, and building exploration.
- Mods: Incorporate a mix of tech, magic, and exploration mods and Minecraft reborn mod. I would also like mining mod to help break trees better and mine better.
- Permissions Plugins: Set up necessary permissions to manage player access and roles.
Ideal Skills and Experience:
- Proven experience with Minecraft server setup and mod installation.
- Familiarity with a variety of Minecraft mods, especially in the specified categories.
