Office 365 PowerAutomate Expert Needed

I need a skilled professional to create a PowerAutomate workflow for Microsoft Office 365 to create a Purchase Order workflow. The scope of work for this project will include the following :
- start workflow on the creation of new item in SharePoint
-3 different tiers of who the approvers will be, based on the dollar amount.
- no manager can approve themselves
- Approvers are selected based on location in the workflow (SharePoint list item has the user that needs to be assigned as an approver)
- The PO number needs to be issued once approved. PO # uses location code plus four digits that increase by 1 for every new PO# (1234-1001)
