Microsoft cloud AD DC Solution and PC audit script

I need a solution to draft on how we can have a cloud azure based solution with out onpremise servers. basically my client doesnt want any physical server and using all workgroup computers which we want to move into AD in cloud with GPO and device management.
Also initially we want a solution like script that can run on all workgroup PC and gather the information such as hardware, software it has and network settings of each PC in excel format.
