I need urgent help recovering access to my Hotmail account, which is currently blocked after too many login attempts. Each time I try to log in, I get the message: "Too many requests", and I am unable to proceed further.

Here's the situation:

When I try the “Forgot password” option, Microsoft offers to send a verification code to my linked phone number, but no code is being received.
