My Computer is Very Slow on Startup

I need someone who knows I.T. to make my computer faster. I will send you AnyDesk. It is 8G RAM and 1 Terabyte HDD. The CPU is 100% for the first 30 minutes when I start it up. Already had someone clean it but it is still very slow.
