Opening up functions in format restricted word template

Current project
A format restricted Word template.

Purpose
The ability for our editorial team to use the format restricted Word template with the new function added, without any extra steps added to their work process.

Specification
When the format restriction is activated the sign area in Word are grayed out and the buttons not possible to use.
The task is to open up following buttons located in sign area under start tab so they can be used even when the format restriction is activated

Bold
Italic
Sign color – with the possibility to choose color
Highlight color - with the possibility to choose color
Bullet list – with the possibility to choose list
Requirements

The ability to use these buttons even when the document has format restriction activated.
No extra steps for end user.
Not deactivating the format restriction.
Not adding these functions as a separate format/style in the format area.
No extra steps added when using the Word template.
Adding the function in the template itself and provide a copy of the code for future use.
Only the specified buttons will be available.
Being able to modify the template without this malfuntion. If not completely possible, please specify before starting this project as a part of our accept of agreement.
Short commands for these buttons needs to work as normal (For example CTRL+F for bold).
