Employee Handbook Formatting, need TOC, page sync, fix page alignment, collapse open spaces between text. if possible

I have an employee handbook in Microsoft Word that needs to look publication-ready. The document still lacks a Table of Contents, page numbers, and rogue paragraph breaks interrupt the flow. I need a true Word wizard who can dive in right away, impose structure, and hand the file back clean and consistent. Plus a document I can edit without doc structure not going haywire or not syncing with TOC/page changes
What I need you to do:
• Identify the natural hierarchy in the text, apply Heading 1/2/3 styles, and let those styles drive the layout.
• Generate an automatic, clickable Table of Contents on the opening pages—section titles are provided, so MUST create logical ones from the content itself.
• Align and paginate every page so numbers, headers, footers, and margins stay perfectly in sync.
• Remove stray line breaks, fix orphaned lines, and standardise spacing so each paragraph sits where it belongs.
Deliverable: a single Word file with a fully functioning TOC, accurate page numbers, tidy pages, and uniform spacing throughout. If you can turn this around quickly, I’m ready to approve and move forward today.
I think the above works...I'm old! I need to chat with my project pal once they have doc:) The content of doc is done..it is TOC syncing with pages and alignment tweaks. I hope this makes sense
I will share doc with someone I consider working with . Content is about 60 pages...biggest issue is setting up TOC/pages...but best to fix paragraph gaps first. I hope it makes sense. Thx
