Develop Program/Tool to Populate Data in Word Template

Here is what we would like to do:
Each customer of ours will have a different Quote format (Word documents), and we will allow them to upload their format & our program will allow them to map /populate the data from a Data Source (any database using API) into those Word templates, including multi-row data like from Product tables.
Convert these to PDF after populating the data.
